The 2018 report found no verifying scientific data for using trees below the bridge to cushion a landing or discourage an attempt. It treated trees as a possible addition to a vertical barrier.
Public speakers and Councilmember Tyron Hampton supported planting below the bridge. The task force reviewed the idea alongside fencing, netting, patrols, and technology.
During review of three new barrier concepts, Councilmember Steve Madison asked about horizontal netting and landscaping below the bridge. Staff said both approaches had already been studied.
Design Commission Chair Julianna Delgado asked about landscaping, suggested cacti, and relayed a public suggestion for apartment buildings below the bridge. The responding speakers discussed existing buildings and the safety rationale for keeping people on the bridge deck.
Madison asked about ground cover, physical impediments, and layered netting. Staff and consultants again discussed limits involving fall distance, structure, cost, and appearance.
The assessment concerned planting below the bridge to cushion a landing or discourage an attempt.
