Source tables and preserved records
These selected tables were transcribed and checked against the visible City document pages on September 13, 2026. They are reading aids, not replacement City records. Source wording and values are retained unless a note identifies a clarification.
2021 survey

Public Safety Committee · August 18, 2021 · Staff report · PDF p. 3
The survey ran from March 4 through May 31, 2021. The City received 2,268 responses overall, but 1,038 ranked the mockups.
| Design | Votes | Share reported |
|---|---|---|
| Option A – Mesh (Curved-Straight) | 216 | 20.8% |
| Option B – Mesh (Curved-Curved) | 462 | 44.5% |
| Option C – Picket | 360 | 34.7% |
| Total rankings | 1,038 | 100.0% |
The report separately records 622 comments, of which 44% preferred that barriers not be installed and that the bridge return to its original state without the temporary chain-link fence. Its Option C footnote says 59% listed that option as their least favorite. The footnote does not give a separate question count.
The percentage in the total row is calculated from the three percentages shown. People chose whether to take part, so their answers do not necessarily represent Pasadena residents as a whole. Design rankings and written comments were counted separately, using different totals. They should not be treated as the same result or compared directly with the later survey to show a change in opinion.

Public Safety Committee · August 18, 2021 · Staff report · PDF p. 2
The source covers January 1, 2015 through June 13, 2021. The last row is a partial year. The incident categories below follow the source, with line breaks removed.
| Year | Climbed / attempted to climb | Didn’t climb | Breached fence | Between fence | Total |
|---|---|---|---|---|---|
| 2015 | 3 | 3 | 6 | N/A | 12 |
| 2016 | 2 | 10 | 17 | N/A | 29 |
| 2017 | 5 | 14 | 13 | N/A | 32 |
| 2018 | 4 | 12 | 7 | 1 | 24 |
| 2019 | 8 | 14 | 3 | 1 | 26 |
| 2020 | 2 | 8 | 1 | 4 | 15 |
| 2021 through June 13 | 0 | 2 | 1 | 2 | 5 |
“Didn’t climb” describes standing near the bridge and contemplating jumping. “Breached fence” describes going over the balustrade. “Between fence” describes being behind the temporary chain-link fence at an alcove. N/A is retained from the source, not converted to zero.
| Year | Deaths |
|---|---|
| 2015 | 4 |
| 2016 | 2 |
| 2017 | 10 |
| 2018 | 4 |
| 2019 | 1 |
| 2020 | 0 |
| 2021 through June 13 | 1 |
Do not add the death counts to the incident table to infer a count of distinct events. These are separate source tables. The guide also identifies a contemporaneous report of nine deaths in 2017. This guide does not resolve that difference. These tables do not provide complete year-by-year counts for recent years.
2021 and 2022 fiscal sections

Public Safety Committee · August 18, 2021 · Fiscal section · PDF p. 5
The fiscal section reports $1.05 million appropriated and spent on installation and maintenance of temporary fencing, mockup design and installation, environmental assessment, conceptual design, and outreach. It estimates $4–6 million to complete design and construction. This paragraph is a summary, not a verbatim transcription.
Public Safety Committee · September 21, 2022 · Fiscal section · PDF p. 4
The 2022 section again describes the $1.05 million spent on those earlier activities and records an additional $2 million in ARPA funding in FY2022 for future phases. It says the actual cost cannot be determined until an option has been selected and its design completed. This is a summary.
These reports do not account for every budget approval, transfer, or payment through 2026. Adding their figures together will not show the money currently available. They do not establish whether the federal ARPA funding met its commitment requirements or other rules.

How the approved project budget changed
Read the project funding summary →
The approved project budget reached $3,050,000: $950,000 from the General Fund, $100,000 in Gas Tax funding, and $2 million labeled ARPA, the federal American Rescue Plan Act. In 2025, the Council transferred $130,000 on June 9 and $46,000 on July 21 to the San Rafael Bridge Seismic Retrofit project, reducing the total to $2,874,000. Staff said enough remained to finish design without affecting its progress. Construction still required additional funding.
| Record | Change | Running total |
|---|---|---|
| FY2023 adopted budget, appropriated through FY2022 | $950,000 General Fund + $100,000 Gas Tax + $2,000,000 ARPA | $3,050,000 |
| June 9, 2025 approved transfer to San Rafael Bridge | −$130,000 General Fund | $2,920,000 |
| July 21, 2025 approved transfer to San Rafael Bridge | −$46,000 General Fund | $2,874,000 |
The cited records establish the approved project budget. The amount remaining after outstanding commitments is unresolved, as is the project’s federal ARPA accounting.
